Would depend tbh, in a stadium yes the bomb would only harm a handful of people, however i'm sure they've either counted on that and setup a number of bombs, or expect the panic in the stadium afterwards leading to no doubt countless injuries and even possibly more deaths (such is that of a terrorist)

I'm not sure it is possible to be more correct than Brainiac has been here.   The World Cup is one of the highest secured events in the world, and to be perfectly honest, the Al-Qaeda are in hiding, and anyone working anywhere involving the world cup, and even every registered ticket buyer have extensive checks made to their names to stop things like this. Following this, the Stadium is checked by high level security officers before and after each match, and anyone entering the stadium gets their bags checked.
