When I try to enter the server, I get ping of 9999 and I can not see the server name.
Is there any solution for this?

Do you have the latest version of SAMP?
Is your internet blocking the ports or is a firewall blocking something?
Have you got the right IP / port? (83.169.13.159:7777)

If you answer yes to all those, try restarting your router/modem, try restarting your PC, etc...

happened to me once, I reinstalled SA, still didn't work, the problem was:

IP: xx.xx.xx:xxxx
What I did [Space]xx.xx.xx:xxxx

that space made me not join the server  :lol:
It would be better to type it manually and not copy-paste
