Probably through scripted jobs, RP. As in SA:MP.
When a stable release comes out, then we can discuss finances. I'm interested too what else you would be able to do, to earn some money.

I found an easy way for now. Kill the hotdog stall workers, they drop $$. 
And uhm, will IV:MP Argonath eventually be re-started so all data is lost. Like $$ I've earned from killing the hotdog men?

Well you will find npc's almost everywhere, but only you can see those npc's next to you, that's how I found a hooker :P

NPCs are considered as players. They are in the game, as human players are.
Do they get stripped due to some unbalances like money etc? I don't know these things.

You can see NPC's from the middle island when looking to the right island. However, drive to the right island and they'll be on the middle island

They were removed from the beta release. Shame.
I was wondering where the hot dog man went, because his stand was unprotected. Oh well, free hot dogs.
