I can understand if an players feels left alone, when he reports and nothing happens for 1-2 minutes, but really, we cannot just drop an case we are working on that is not finished just because another player reported. I work as an line system, If someone reports for carjacking, and another for hitting me, I will generally take care to see what the carjacker is doing, since he was first. There are exceptions of course (hacking, mass dm, intense flaming/flooding mainchat and some other reasons)
I ran the EXACT same system. And I always get players saying... "WTF SOUL [Soul Undead was my nickname - people called me soul for short] WHY THE FUCK ARE YOU NOT HELPING." I used to be a hard-ass, so I'd approach them with a harsh manner like "Quit your fucking bi
tching for five minutes, I'm busy handling more important shit." They shut up in two seconds, though

. People often were scared to ask me for help or whatever, which was a downside of my hard-assedness. You can obviously tell I've changed, as I'm often relaxed towards a lot of manners, with the only exception being idiocy.
