well that Fact that it is a Laptop can have a big Role itself i had laptop to never get rid of the lag . but i will try to give some advices and tips.
Lets start with the problem that u cant run it* If u Bought it on steam, uninstall and install again,Dont install the Update 1.0.7.0 it does it itselfs
* Make sure u got social Club Running correct
* Use this client
http://files.iv-multiplayer.co.uk/beta/downloads.php?f=IVMP-0.1-Beta-1-T4-R4.zip* And make sure if u not using steam that u install The Game First then the update and last the client.
* u can try RightClick And Run as Administrator if the Computer Firewall Blocking it somehow
* Alot of People having this Problem so did i but got Solved with the new update patch 1.0.7.0
* If ur using Linux u need the Linux client
* also ur windows can have a big part solving this problem use google.com to read about some know errors

Now To the part Of ur Lag* First of all the main problem is u playin on laptop since the game wasent even Builded by Rstar crew for Pc only for consoles so i dont think a laptop got big Chance but well ur specs seams great.
*set it to low settings and turn down the draw distance.
*when u are ingame go in display settings turn off 'Hand Brake cam'
*turn off the video capture.
* Disable Vsync
* theese are somethings u can do But as i sated before 'Laptop' =(
*make sure u got ur latest Cpu and Graphic drivers correct intalled
