How To: Increase frame rates (FPS)

I'm in real need of this, in the first post the picture isn't showing clearly for me at all. It's soo small!!

Can someone give me a bigger/visible version of this that's readable?

For GTA SA: INTEL HD GRAPHICS 3000 is best with core i3 with 2gb DDR3 ram
For GTA |V: ATI MOBILITY RADEON(512MB) is best with core i5 with 4gb DDR3 ram

The game works fine on a laptop dated from 1999, you don't need i3.
