Due to the new SAPD regulations with officers only being allowed to use PD cars, I have deployed it constant on air recon patrol for the past day. I have set-up a set of rules with Chief Rafferty allowing it to be used to track fast suspects. as per usual, I will not open fire unless taken fire. Seeing as SAPD is at a major disadvantage with being restricted to patrol cars, we need something atleast that can keep up with an infernus. Bearing in mind there is only one hydra and one hunter in the server.

You forgot 1 thing.. you are not allowed to practice your SWAT commander rights because your chief.... Chief Pancher said the SFPD swat is not operational. That means, you can not ACT as SWAT COMMANDER!

Once I was reported for having HP Bug when I suspected and I remember one guy coming with a Hunter and shooting me down, I was like WTF? and laughed around.

And once CBFasi after chasing me a long time, with a Hunter I had a smart attitude and shot it, I was down after 3 secs xD

Read the topic again. Not operational util we had cleared up what were were going to do, which we did. I then cancelled all operations and shutdown my SWAT team because of the mess you caused due to this whole idea of seperate SWAT teams. You may also find that I disregarded your orders and was operating under presidential advise and orders. Think and check out everything before you post, sir.

I went behind your back, and everyone else at SAPD command and went straight to Gandalf the day after you decided on your new regulations. I couldn't stand by and watch the utter abuse of SWAT rights. Me flying a hydra? Screw that, what about SWAT HQ being nearly empty of vehicles, SWAT operatives performing traffic stops, weapon equip abuse...everything you can think of was happening. You clearly do not understand how SWAT is supposed to operate, and like Gandalf said to me on MSN, it's due to lack of experience. The whole thing with SAPD was so f**ked up, who else would I go to? You refused to listen to what we said at ARUN so I had no other choice to get Gandalf involved.
The blame is only on you here, no-one else. You caused this mess by intoducing "improvements" and failing to do your job as SAPD Chief by focusing on one department. It is not the fault of others that you did not make yourself clear, and that all four versions of the SWAT rules are so contradictory that we can basically do whatever the f**k we want.

Do not even think about lecturing me on how to be a SWAT Commander when you yourself have no fucking clue what SWAT is even supposed to do.

Did I even reference VC SWAT? No, I did not. Clearly, from Hank's guidelines and rules for SWAT, he does not know that Special Weapons and Tactics are not supposed to patrol 10 hours a day, perform roadblock and do stupid activities while not on a callout.
When SWAT is not on a callout - they're on normal police duty. Don't be a smartass with me.

To be honest, you can fire me, suspend me or copban me all you want, but I refuse to back down until this whole mess with SAPD is cleared up. I cannot work within a department that is split into departments that seem to be so distanced that they operate like seperate states.

Answering Altair's points...
Hydras are already used for helicopters and other aircraft, and the only ground vehicle that should be fired upon is an NRG due to the easily manipulative nature when mixed with lag- renders it unstoppable except by a master lag shooter with a lucky aim.
Other than that, I see no reason to shoot at a ground target unless it has fired at the craft, which is why I do not understand the shit about "your car was fired on because you have become too risky to police".
 
As for Hunters on boats, once a person in a boat exits the inland map range, they are pretty much untrackable unless they give hints, making it easy to go around the map and get an easy cancelsuspect. Hunter are used to prevent that and keep them inland.
 
For additional situations, I would rather not state FBI protocol in full before someone finds ways to exploit its weak points, but I'm pretty much aware we are not allowed to fire on anything on the ground that has not fired on us or escalated into a full riot, the only exceptions being NRGs.

I'm sorry but the only one guy I saw abusing his rights was you, flying with the Hydra almost all the time when it was not needed at all.
You also said in /r that each SWAT group has to stay in his juridiction (LS for SWAT LSPD / LV for SWAT LVPD etc..) so why were you almost all the time flying with your hydra at LS ?!
And you also tell in /r that SWAT must not be on SWAT duty 24/7, I didn't see you on normal duty since yesterday.

So please, don't accuse people about abusing powers when you were the only one doing it. Just assume what you did and stop blaming people for things they didn't do.
