Always with desktop PC's, buy in parts and build it yourself. You'll advantage from it a lot and save 25% in cost.
And no, you won't be even playing SA with that.

Building one isn't really that hard, especially when you have the manuals.
Few screws there and few power connectors here, and done.

:ps: Wait a minute, I'll come up with a lot better setup for same sort of money.

Firstly, that setup is already outdated (DDR2, for example). The graphic card sucks so much it won't even be able to run GTA SA.
And not to mention, it most likely holds a cheapy power supply - which will eventually blow up all other components when it dries out a little. And not to mention that huge price tag, which has over 30% of air in it.

Here, I assembled a little set for you. It already helds a lot better graphics card and all other components, without costing more than 450e. You just have to add the cost of the OS and depending on what you choose, it most likely still won't reach the price of that poopbox.

Gigabyte GA-MA74GMT-S2 740G AM3 mATX as motherboard - 42e
4GB of Exceleram DDR3-1333MHz as RAM - 37e
XFX Radeon HD 6850 1GB as graphics card - 156e
Samsung SpinPoint F3 1TB as hard disk drive - 47e
Some ATX or micro-ATX case for the setup - 20e or above
AMD Phenom X2 555 3.20GHz as processor - 77e
Basic DVD -burner from Samsung - 14e
Sharkoon's 450W power supply - 48e
In total? Around 450e

According to other resources it isn't a high-tech gaming desktop, but it will run some games nicely.. So is it false.. Yes/no?

As soon as I saw "i3" I facepalmed. Intel's new "i series" are made for home use i.e surfing the web, email, photo viewing. They're not made for gaming....
Arguments against the desktop? There are so many that I could not begin to list them. Listen to Icy and go with what he has said.

The system is okay it will run alot of games. Because I got nearly the same videocard, GeForce 315, 512MB and it runs GTA IV on high specs smoothly. The I3 is dual core but its okay.
