Answer: No things to put there, yes there are, instead of the tools weps, i got an idea of another thing.

What about all cars in argo, that is owned by some player, will be locked every time, but have a way to unlock it without beeing the owner, how?

Selling special keys, to open any car, but you can use it only one time, in one car.
If you want another, you need to buy in Tools Shop, for 100$
Its like:

/c buytool key

* Pyrus walks in some car

/c stealcar
* The alarm of the car is active *

* Pyrus hides for 2 minutes in somewhere without cops, then his car stolen will be sucess

* Pyrus crashs and explode the car

Oh shit, now i need to buy another key D:

EDIT: Remove all tools from skins, then put them all on the tool shops
IDEA: Hammer = 70$ = Can repair 15% Of someone car ( only one time )
        Screwdriver = 50$ = Can repair 10% Of someone car ( only one time )

PS: Put something like with other tools too.

hmm, lol...the idea sounds a little bit crazy, instead of the screwdrivers I would prefer repair kits, and the car stealing idea may be good, BUT i seriously think the price for the keys should be increased. And let's call it 'one-time-use lockpick' not 'key'.

It's an interesting idea, but as more and more people are able to afford and buy cars in-game, the ones still available will eventually become very limited.

I think it might be best to allow people to use any vehicle of their choice (simply it being for fun, after all), aside to the exceptions.
If we auto-lock all owned cars, that might make people's game quite dry. If there was such a system, it might have to be only relevant for those cars that the owner has done /c lock on. Plus, what about police vehicles & ambulances?

Those ideas about repair tools could be added to the repair kit/package idea that was originally suggested for Pay N Sprays.
