Well, if you hurry you'll make it as, the event starts 16.00 and the preparations, setting up roadblocks etc, waiting for people will take time, meantime you will have the time to join in. Can't host it later, as I'm going to drink with friends ( lol ). So, try to make it, the race won't start 16.00, the preparations will, though be there 16.00 and not later if possible.
