GTA IV - ERROR

Hey there. Just bought GTA IV, and my DirectX is crapping it out.
It's not set on the version required for GTA Iv, when i try to install it, it says ''Initializing....'' and then says it failed at downloading files, but my internet is perfectly fine.

Please leave a note what to do or some useful links if you can.

Unistall the DirectX current one and then instal the right one.

I did install the right one, and yet it says now it was unable to create some depth render or something. It's either my video card or the DirectX. Would it help if I would install the latest one?
