It would depend on the situation, but in general license should not be removed from inventory for RP reasons.

I was given wrong information. It wasn't because Rare was on police duty - He said he was in a driving school and they should be allowed to revoke licenses (I assumed this was a developer only command and was intended to be given to driving school examiners - I didn't know it was a captain command at the time)

Anyway, I admit to making the mistake, you will get your license back.

What happened to the veichles you owned (if any)? Can you still lock them, or sell them for that matter?

It's covered under the United States Of Argonath Constitution. IIRC, although don't quote me on this, they lose their vehicle, but after are refunded for it's value.
