The value of this building in particular is not so much about the surrounding area as it is the ammount of floors the buildings hold. I cannot see how many there are exactly, but from the look of the picture there seem to be quite a few.

As long as there is a fence (or in this case, a wall) connected to the building, everything within that wall is included in the base value, as it is counted as purchased property. The value consists of the floors, the purchased area and the interior. The base value would have been good if only said purchased area was accessible.

Property admins do not change price according to owners preference. It is also up to the property admin to judge the entirety of the property and set the price accordingly (not the owner).
 
  So unfortunately unless the hotel is badly priced (i.e. set before 2009) this will not be changed

All I'm asking for is a slight (approximately 25%) price-cut/reconsideration, due to half the property not being accessible. It's really up to the government, indeed, but I find the base value to be a bit too much.



Edit:

I have gotten a slight price cut together with an interior fixup. It was not as much as I expected, but enough to compensate for the fact that I can't park vehicles or even use the free space. As of now, consider this issue closed, however expect it to return in the future when the ARA will receive the necessary equipment to tear down those gates (implying I will still own the hotel).
