Saw this awhile ago.
I'm partly chinese and I'm ashamed of this.
Here's the truth:
In China, most of the people are selfish, the system doesn't work well in the country.
There's a lot of crazy schemes and scams happening there and if you're a victim of it, you could falsely get sued for an incredibly huge amount of money. This is the reason why people try to avoid helping the girl.
Anyone who attempts to help the girl might be considered the suspect and thus, has to go to court or pay the fine. I don't know what's going on in the second truck driver's head. Simply running over an injured child is fucking sick.
China is a horrible country, not the people.
