We haven't occupied it, we are just roleplaying in Bayside.
If you want to take over a land of Argonath you committing high treason and you'll be arrested by the law enforcement, just so you know.
If you want to roleplay in Palomino, yes go ahead, as long as you follow every law it will be good.

Well AFAIK we were permitted to found the required stores/shops/government buildings within Bayside. So no, we wouldn't have been arrested or anything such as. :)

I don't see the fault in that actually? As long as you isn't changing laws, restricting the access to certain people or in any other way discriminating or/and breaking any law in the consitution. If I understand you correct you didn't do that.
