There is multiple ways of surrendering other than /gu, the player isn't forced to /gu to surrender, he can also put his hands up, say to the officers that he is willing to give up etc.
If you have a complaining about an admin or you think that you was 'abused' by one the right place for it is [email protected], making such topic in the forum will not help you out or get your complain checked but will only give you the label of the 'moaner'.

I know it right. He told me several times that he will surrender (/hail), I gave him few seconds to do so, but he attempted to run and I had to spray him again.
