Try to do a system restore to a date when SA / SAMP worked properly.

Control panel > Performance and Maintenance > System recovery.
(Make sure your control panel is on category view, not on classic view.)

In works case go to device control and delete your sound drivers. On restart Windows will re-install them correctly in 99% of the cases.

To be sure delte all. I believe the Legacy are the ones that cause disturbance and the Realtek is the one that should be there.
After you remove, restart the computer and wait for it to install the sound drivers.

Yes, only remove the Realtek. Also, uninstall that program via the Control Panel > Add/Remove Programs section that you said caused the issue. It likely has it's own special audio virtual driver that is conflicting with your's, or it's so poorly coded that it's just incompatible with your system and caused a conflict.

Going into your Volume controls and make sure the volume was turned back up. Look for any buttons called "Advanced" in there, and if you see anything containing the word "Digital" by the checkbox, uncheck it and see if your sound works. Some speakers don't work with digital sound output, and XP likes to enable it sometimes without telling you :P

After you uninstalled your sound chip drivers, google out and install the proper ones.

If it's a dedicated sound card, just google for the model's drivers. ignore, realtek most likely means integrated

If it's an integrated chip with your motherboard, google your motherboard's official site, go to the 'download' section and download the driver.

Do you have any sound devices plugged in? If not, plug them in.

I had the same problem when I unplugged my headset, it told me this. I plugged it back in, and it was fine.
