GTA:IV - GPU/CPU

Ok, 2 questions.
1. I heard that GTAIV is really heavy on your CPU, and less on your GPU. Is this true or false?

2. If i wanted to run it on almost max settings, what would be an ideal CPU to get? I really would like to avoid shelling out hundreds of dollars for an i7..
