1st maybe.. but it can be used as a detective skin for private organizations. The other two are also for right reasons - You have cardealer at Broker who sells FD Truck and Ambulance. You can start some private business with them too.. At least, that was something what someone said to me, don't who, but anyway I agree with that private business ideas :3

lol? cardealer sells FD/Ambulance? shouldnt that be under the goverment FD/Ambulance, why they dont sell police cars then?

but i dont mean it only for the fbi, it is a Law enforcement skin, i would be glad if its locked, all 3. That would be my Suggestion
