Any friends who have the same type of charger? If so try that, if it helps then you're in need of a new one.

Again, it is not the charger. If it was the charger, it wouldn't keep the laptop on when the battery wasn't charging at all...

It could very well be the charger as this has happened to me on an old HP Compaq nc8230.

It could also be a variety of other things bad battery, charger socket or the laptop charger.
