"Unknown to most of them, their problem began when international hackers ran an online advertising scam to take control of infected computers around the world. In a highly unusual response, the FBI set up a safety net months ago using government computers to prevent Internet disruptions for those infected users. But that system is to be shut down.

The FBI is encouraging users to visit a website run by its security partner, http://www.dcwg.org , that will inform them whether they're infected and explain how to fix the problem. After July 9, infected users won't be able to connect to the Internet."

DNSchanger is around for a while now.

Almost all major avs are offering free removal tools for it, if someone loses connection he will probably call up his isp, who will guide him through removal..out of those 500000, probably about 10000 will be the ones actually without internet.

Neither, the infected people should of lost internet months ago when the hackers running the virus were arrested.
The FBI set up temporary servers for almost half a year, to allow them to still connect to the internet and heal themselves. Now they need to close down the temporary servers, so when the DNS settings stop working the people's internet will stop working until restored.
