Let me make some things very clear.

1. Any player who laft, has lost the right to speak. If you play one hour a month, or are currently banned, do not come here in this topic shitting. Anyone who does after this post gets a free forum ban:
2. If you want to improve things, you have to be on server. And in order to get where you want to be, you got to work for it. Sitting on your lazy ass flooding /report and then claiming you want to improve things does not cut it.
3. Remember how you joined the server. Were you the perfect roleplqyer the first day you joined? Did you find your way without being helped? Most probably you were greeted by verterans of that day and admins, who helped you and took the time to explain. Now its your turn to return that favour. If you feel too good to help new players, do not make these topics as you are responsible for the problems yourself.
4. If your reports go unnoticed; then think of what you are doing wrong. Lets say a veteran mafia member reports a new guy for DM. The report is checked after 10 seconds, which is possible when it is busy. The first thing an admin will do to check the report is to spectate the reported player. He sees the player is alone as he was already killed. Will he punish? Of course not, he will just laugh and go to the next report. Yeah your report got ignired as far as you are concerned, and with good reason.
5. Now lets see about improvements.
You want better roleplay? Throw out your weapons, stop shooting everyone you do not know. My challenge is you can not play without using weapons for one week. Prove me wrong.
You want admins to give more attention to rulebreakers? Stop wasting their time with useless discussions about why they did not punish the guy you reported 10 mnutes ago. Stop feeling butthurt if you get killed or someone hits your car. Just continue as you were and do not waste time.
You want veterans to be considered as valuable and people listening to you? Give back what you want. Listen to others and they will listen to you.

We appreciate help, and we appreciate people trying to increase the numbers. But we will listen only to those who are actually playing, not to those who are absent:

Do not roleplay a veteran on discord, be a veteran in game.

Let's put it in this way.

Is this topic constructive, or is it falling in the category of moaning?
If so, why? If so, what is constructive?

Topics like this is not always constructive; yes indeed, but yet again - how are we supposed to thick the empty boxes if we cannot allow everyone to spread their opinions. If good compliments is the only thing you can take, you will never develop. Acting wrong, doing wrong, maybe heading wrong will be rebuilt best if you take time and listen to people who wants you good. You might look at it in a different way sometimes, but by time you will understand that "hey, this dude actually wanted me to head in the right direction". It doesn't mean that it's always right, that's not what I'm saying. But it's always good to listen, not only to the good parts and the compliments itself, but to listen to criticism and learn from it.

There's also a dark side about this, since most of the topics is actually a lot of shit, and not much of good criticism after all.

I'm using "you" as in a server-wide perspective, btw.

Who's ignoring? It falls on moaning because it isn't positive criticism, but criticism only! Like I said before, go to the server, work on the field. Work alongside with the moderators and administrators to welcome the newcomers, and to teach them the wonders of the imaginations instead of aiming only to the scripted jobs. A positive criticism is when you criticize but then you actually show possibilities, instead of going around the same problem and using old phrases. Again, it leads nowhere and only causes bad mood.

As people will find out soon, we do listen. But at the same time we have two limitations. One is the general build of the scripts, the second is creativity and openmindedness of players. Espeially that second part is missing. People seem unwilling to talk to and meet others, out of anxiety they may lose some worthless virtual money or weapons. Also they lack creativity, as there is an endless repetition of the same thing.
This is not idrected at you, but a general issue.

Bringing solutions, not pointing at problems.

I know what you're talking about.
Bringing solutions, not pointing at problems.
Criticism itself should not be positive, it should be something that is put negatively. Then of course, the way of bringing solutions into the whole criticism is absolutely top class, but most of the so-called solutions are mostly even more splattered than the current thing(s) they're criticizing. Kinda paradoxical subject if you ask me.

Positive and good are two completely different things.

Let's start with reports. Nobody is looking in most of the reports, they are being ignored, fact. Don't even try to deny this. Countless of times I had to report hackers, rammers, deathmatchers, did someone look into my report after 5 times? No. Now you may say it's due to the lack of admins. In that case RECRUIT new ones. Around 4 admins to overview over 100 players is madness. This is allowing rulebreakers to roam the server. One of the things obstructing roleplay. Also if there is concrete evidence of someone rulebreaking, punish him / her. Too many times I see someone writing, flaming in full caps and mis-using /ad, nothing happened.
I saw people shitting on the server, flaming the admins in full caps; only a kick. For real? By doing that you are allowing rulebreakers to stay on this server.

Better don't talk about what you don't know. ;)
To be honest, it's not because someone doesn't /on your report that it means no one look at it.
Sometime I don't /on it, because it can influence the behaviour of the reporter. When they see an admin is watching, they start acting in a different way and try to make the other party look guilty, when it's sometime not true.

Positive and good are still two different things, it doesn't matter how many arrows to the right you use.
And constructive is not being positive, it's a way of turning criticism (or whatsoever) to be adaptable to the matter you are not completely gruntled with.

Writing a wall of text on my phone is not gonna work now, so I'm going to adress the main posts.

We appreciate help, and we appreciate people trying to increase the numbers. But we will listen only to those who are actually playing, not to those who are absent:
2. So reporting is lazy and not improving?
3. I was not the perfect roleplayer. Nobody is when he first joins, but I'm talking about the regular players who freeroam on the server, farm weed, with other words don't interact with others.
4. And if a regular player reports an airbreaker and it gets ignored?
5. I would prove you wrong if you would actually watch what I'm doing. I barely use any guns at all.
So being killed is ok?
I'm listening to everyone.

I never saw that airbreaker getting banned.

From my point of view, something constructive is something that aims to a better way.

Crook, you can't make people Role Play. That's the whole point of the server, you role-play when you want. It's not like, I crash into your car and I have to hit my head into the wheel. Even I: sometimes I don't feel like role-playing much, so I don't. I limit to main chat or something. Other days I feel like role-playing, so I create scenarios and role-play with the surrounding players. I have no complain about lack of role play from the players, only when I arrest mad criminals

Again, present solutions. Else this is going to be just another topic...

Are you implying that this topic is made for no reason? Constructive is in the title and it indeed aims to something better.

I can not influence how others roleplay, but you must remember that this is a roleplay server.
Money should just be removed since it obstructs roleplay heavily.

Please, do elaborate on how removing all money will improve roleplay.
