Than it's not a hack, it's a cheat.

After downloading the hack/cheat, you probably have to replace a GTA file in your GTA folder, with the downloaded one.
Which would changes some values for the game, making it a Mod aka Modification.

Ofcourse sometimes after doing this, its not as easy as just replacing the old file.
Chances are you will need to reinstall GTA.

And a reminder to everyone who reads this:
Any Modification/Hack/Cheat used on Argonath will get you Perminately Banned From the Server.
Also its likely that Modifications/Hacks/Cheat's for GTA are NOT Legal.

it allowed on the wat u call it... american server or w/e cuz i went on there and there was about 5 hackers flying about and saying "lol" and then one guy started speed ramming me to death so i left.

Well i've caught a few cheaters People on when i was can clerify this aswell that [EU]Anir & [EU]Rider both maybe same person Money cheated.  They started then sending money to people find a few names below.

i again found a hacker today. i it was a 2 in one: healthhacker+flyhacker. i tried to screen him using healthhacks, then i saw him using gravityhack.

PMP, thos pics i sended with cheaters were mainly spammers and 1 gravity one and now i have another gravity hacker pic, so if u want it, pm me

i also suggest that there should be more admins in vcmp.
