No, Paul. Spikmun has access to it too, which is quite unfair, since I remember when he used the Hydra 24/7 on foot suspects and suspects in a vehicle.

You're thinking of Spunkman, which is me. I've never used it on an on-foot suspect who didn't start shooting first. If we're training, and there's a situation, it's good to take a look. Flying isn't the same as shooting.
