SA:MP - Wont start

As far I read, I suppose you have Windows 7.
How about trying to disable aero look (can't remember the exact name, but I believe you get the point) so the windows wont change to 'basic-window design' as you state? Maybe that's what causes the problem.

Update: The problem came back again.

Remove all mods, reinstall. Try running samp.exe and gta-sa.exe in admin and compatability modes.
