How To Make Car Skins?

I want to make my home town Police Car, I already have the model, but I don't know how to make the skins, can someone help?

Heres a pic of the car:

1. Get TXD Workshop
2. Open the car.txd with it.
3. Extract the images you wish to edit.
4. Once you're finished editing them, import them back to the car.txd.
5. Install mod, see how it looks.

This doesn't always work though.
Sometimes the txd's are just squares with confusing images which you can not edit.

I had the problem with making a model of the car,or just edit it.I've never had a succeed attempt :3 If anyone can help just send me a PM with some steps etc...also tell me the program you use
