It honestly should stay on the original engine, not on the RAGE engine, it looks terrible like this.
It's a mod. This isn't something R* Games is making.

That's why we have GTA III itself? :P
To be honest, the GTA III era made it's success from it's features not it's engine sound, the GTA V & IV eras made their success because of what the GTA III - GTA Vice City - GTA San Andreas did.
