It is true that the full dress is based on tradition. However that tradition has nothing to do with religion. People who use this are originating from desert tribes. When traveling through the desert, the wind will blow sand that penetrates about everything and can make someone uncomfortable.
By wearing a full thick dress that covers everything the sand would not get through. And dark colours are very effective against the heat as well as the cold.
Men, being in general less caring about skin and comfort, would still cover their face as the current desert tribes still do.

This tradition has set in to those religions still living under desert thoughts.

This is right. In any case this does not explain why even girls should be covered.. The topic does not directly refer to tribes.

I will clarify once again, men are also required to wear a garment that doesn't reveal their body lines, this is to prevent temptation from the other gender. Example, woman meets man, woman submits to desires, talks, man also get tempted, and so on. Same thing with the hijab.

I don't think that the new law would be passed, even if it does so, then other religious leaders would react on it. The Muslims follow the holy book and the teachings of the Prophets, not these men.

What you don't understand is that a religion shall never force anyone to do anything. I accept religions and especially traditions. Forcing someone to do something is nothing to be proud of instead.
