Hello there,
Well, I have a Dell pc and these are it's spec:
Processor-   Intel Core i3-370M 2.4GHz Processor with Intel Hyper-Threading Technology (3MB Cache)
RAM - 2GB
Running on Windows 7

This issue actually happened last week..

The problem is when I press the power button, all I get is a black screen (monitor gets no signal), the chasis & cpu fan runs (at full speed & non-stop), and the PC doesn't boot. Also, the DVD driver has power (I can eject drive) and the power button led does illuminate. It just says "No signal" on the screen.

I've tried the following:
-Cleans the interior from dust.
-Tried a full power drain (power off, removed power cable, hold down power button for 30 seconds, reconnect power cable, and power on).
-Checked that the monitor works with another PC.

I would be really appreciated if anyone knows how to fix this problem, thanks in advance!

Either something is wrong with your boot files, or the laptop has hardware issues.

If it's laptop I think the hardrive has got bugged.. and you need to buy another one :/

If the hard drive is at fault, it would still load POST and then return an error saying BOOTMGR is missing.

Laptop or desktop?

If you have two sticks of RAM, try removing one stick, and try booting again. If you have the same problem, take other other stick of RAM out and put the one you removed back in.
