I have a question, today I got Tempbanned for 30 minutes for helping a group member, the situation was as follows.

I drive around and get a call from my member "Help me I'm close to the HQ need a pickup"
I respond that I will be there shortly.
I arrive there and see a cop shooting my member, I of course shoot the cop shooting my member.
Then I get tempbanned for 30 minutes for killing a cop as a civilian to help a suspect.

Did I break a rule here or can I file a report to the SAMP e-mail?

This is no whine mail this is a genuine question, I like to play by the rules but I didn't know about this one if it does exist.

Hello Samaron,

What you did here was to attack an officer/agent unprovoked and you were not even apart of the roleplay. It is punishable to go and shoot the police for no reason whatsoever, whether it is your member that you try to protect. It is a good intention. But the thing here is that you have to look from a third perspective on the matter. A random guy (you) leaves his vehicle and shoots an officer/agent, by that time the officers/agents will not understand why the random guy (you) attacks them. By that it is cophunting (deathmatching). If you would really like to help your member, you should have offered him a ride or involved yourself in the roleplay. By this you should address the reason through roleplay.

My advice would be to simple pick him up in this scenario due that it was an on-going shoot-out. It is quite hard to really make contact in this case. By picking him up you would get suspected and shot at and get a clear reason to shoot back.

It is not against the rules to aid your friend by picking him up and get suspected like that, after you have been shot at you got the right to defend yourself. Either you did something else or the punishing admin did something else.

I was also punished for picking up a friend without saying anything, the HQ should give a clear statment about that, as it seems diffrent adminsitration team's member have diffrent prospectives about that matter, I asked several admins from moderators to mangers about weither or not can I aid a gang member in such way, and I got all kinds of diffrent answers, it's time we get a clear statment about it.

It's already been clarified by Gandalf in many family topics.

Picking up suspect with vehicle as civilian is allowed.

Shooting not.

However if you are family members and at ur own HQ,then civil family members can aid after roleplay notify officer about incoming threat. :P

You're making this all harder then it should.
Simply put, if you are a civilian wanting to aid a suspect, you must aid him using non-deadly force, once you get suspected and/or shot on, you may retaliate.

Yes, what you did is against the server rules, you were not in the role-play, so you may not attack the cop.
In the scenario you gave us, you have two options, either you do what the majority of the players do, pick your friend up.
Or you can run around and scream "Stop!".
Any way that is non-lethal to the cop is allowed.
Any way that is lethal to the cop is not allowed

Why does this rule exist?
It's rather simple, because the cop must be aware you are a threat.

I was also punished for picking up a friend without saying anything.
When you feel treated unjust or if you feel the admin is wrong, always send a complaint, even if you're wrong.
Admins look at your punishment history and if they see you're someone who have 1000 punishments, they will be stricter towards you, not knowing 999 of them punishments are incorrect.
Worst case scenario, nothing happens with your report, but at least it's been seen by HQ members.

About that though, yes, send a complaint since the admin was in the wrong, include time and date.

All the clarifications are well stated.
I had another situation in mind.
Suppose a cop enters a house where 3 guys (2 civilians,1 suspect) are having roleplay.All of them are in the same group.
According to the above the civilians can for example punch the officer or provoke him by peeing on him to get suspected and then fire.
But when this happens in larger scale and like ten civilians from a group make a circle around a suspect and protect him when the cop tries to calmy arrest him,the ARPD usually finds the cop's body in the sewers.So my point is: Who will be responsible for the occured rulebreak? The group,the leader present on the scene,the one who first pulled the trigger?

No that's not even 1 percent close to roleplay notify,that's pure DM.  Roleplay notify is when you inform the enemy that he is under life threat by you and reason why. 

Example : Leave my friend alone,or I'll take your life with no regards.
