It's just your PC, I'm not good at stuff like this, don't know nothign about computers except playing.... It happens to me too, restarting my PC is something that helps me, or sometimes I wait like 5minutes or so..

If you download GTA most possible you downloaded any bugged version

Try delete your gta_sa.set in your documents/GTA SA User Files

That was same problem with me, when i re-installed gta san andreas it has work perfectly.
