SWAT 3 frame rates problem

So guys,just installed SWAT 3...I know it's an old game but just knew about it and interested in it. But i've some issues with it. It's the frame rates in the menu.... it just like 15 fps. It lags like hell in the menu but when in the gameplay everything is fine and smooth.. Need help please. I'm running Windows 8. And no my computer is not from the 90s'

Just found a solution,had to run it in windows and reduce the color by 16bit...atleast I can play it now
