Texture bugs, bad quality

I installed GTA in my new pc,and I configured all the settings on high.

My settings are :

I tried to change the settings but it were all the same.I also downloaded another gta sa, from a different site (yes,pirated) but it's still the same.Can anyone help ? Also the gta has no mods installed.Do I have to change anything at nVidia control panel or what ? Help!!!

First,I used an original version,then reinstalled it like 3 times,after that I downloaded a cracked version,still the same .

As quoted by MrTrane you are playing the game in 16bit colours, you need to change it to 32 bit colours
