Actually the only mayor advantages are that they can come back in a same RP scenario as zombies and that they can /resetspawn in front of a building (where is the RP scenario) and then get re-armed by FBI/SWAT Rancher which is ridiculous.
Not all cops can return, at least one division operates a no-return rule ...
As for the /resetspawn, I think you will find criminals are doing the same ..s, and if no return got added you would have a server full of criminals who get BORED cos cops wont go near them.
As community leader and head of law enforcement I have had the mi-fortune of seeing all this from both close and far.
I understand the complaints, i also however see the complaints from Law enforcement.
Now
1. I actually wanted a no return rule for all law enforcement, I was told that criminals would just abuse it and the server would be full of them.
2. I actually tested no-return for about a week, back before RS4 got officially released. Main RS3 server had gone down and needed the owners, they where not available so I opened up the RS4 test server to the public.
After a week criminals did NOT want the cops to not-return, it got boring, kill all cops and nothing left to do ...
3. Police using civilian vehicles, yep, it's not on and its being looked into. Hopefully they will not get used for police duty, but only to return to a place of duty. There will be exceptions and also limitations to what you will be allowed to do if in a civilian vehicle (we wont stop it, there are times when there is no other choice).
4. The equipping of others from police mobile stores.. Well this one is tough cos most the the time when its done, there is a damn good reason, and mass DM with mass spawn killing is a typical example, barricade situations now days are more DM than RP .. enter to talk .. dead before the entry process is finished.
What we need is not so much a balance between cops and criminals but a more enjoyable way to play without resorting to killing. That way there would be less need for weapons.
Maybe its cos too many criminals will die rather than RP, maybe its cos many cops are indeed money hunters and don't give a shite about RP. Maybe its cos some cops that try to RP get shot and killed anyway, making RP a waste and discouraging future RP..
What we as players need to do is to encourage RP, make it beneficial in some form, either through friendship or other ways. It is not just criminals, it is not just cops, it is all over the server. Players now days seem to just want only one beneficial form.. money... well RP will not get you that, but it will get you friendship, and enjoyment.
Its the experienced players that are making this worse too, they have stopped the RP after so so much discouragement, time to try again, do not give up trying!
Also RP should flexible, do not give the other side only one option, they will not play as that not really RP but Forced RP, flexibility, multiple ways to go forward with a RP situation may even lead to something unexpected, but it should be fun, try to loose the seriousness, it is a game afterall
