So this problem was not very common on my PC for a while except now
My PC hangs with green or red pixels around the screen and its getting more and more common
how can I fix this?
(is it okay if I post 2 topics here?)

Is your GPU overclocked? If yes, revert to factory default settings.
GPU or the display are the most likely causes - try another display and/or another graphics card.
If that does not help, it could also be power supply not being able to supply enough power to the GPU.
And yes, you can post 2 topics here as long as they are about different issues.

Its a GT 220 and I dont wanna overclock this 20$ card

Power supplies get old too and may output less wattage than described. This is very often the case if you have a low-quality power supply from a less known (or unknown) brand.
The issue is possible if you had done any overclock, but since you have not overclocked, you're fine.
My next guess would be drivers - Use Display Driver Uninstaller (http://www.guru3d.com/files-details/display-driver-uninstaller-download.html) to remove all graphics drivers and install new, clean ones. Personally, I have had issues with Nvidia's newer drivers with my 980 Ti so I am using version 361.75. You can try that as well.
