I understood the part, however I must've missed the part where it was not allowed to have three leaders for it.Its mainly because, the part of Validation Leaders, should go to the two most experience and combat skilled member, so the quality of the gang wars would be on a high level, rather then the old system.

Fighting without a reason or "just to fight/show who's stronger/etc" would be plain TDM IMHO.Artists doesn't teach mechanics to an engineers, just like engineers, doesn't teach arts to an artists. There should be a RP motive/background for a war, eg. fighting over a business (drugs collection from a certain weed field for example). After winning/losing a war, there should be some consequences, so the war isn't just a pointless shoot-out.

Concept
Groups that wish to engage in fights must both agree to the conflicts that may come.
To this end, a double sided "validation" must be agreed upon.
E.G.
Group A wishes to fight Group B.
Group A must declare war on Group B.
For Group A to be able to fight Group B, Group B must also declare war on Group A.
Only then may they validly engage in a groupwar ingame.
It should also be noted that leaders must be ingame at times of conflict. These leaders can be selected using the form below.
A group may not attack without one of its Validation Leaders and a group may not be attacked without on of its Validation Leaders.
Make sure both agree and both leaders of each gang are present..
This doesn't apply to all gangs.. just a handful are missing this and just attacking randomly when they feel like it.
