This is an idea that Marc suggested, though not exactly in the form I'm posting. One widely known problem with EMPs is that they're extremely disruptive and don't take much effort to use. At the same time, they don't take much effort to evade, which is as simple as getting out of the car (though this has become more limited recently).
Instead of having one wave (which, in reality, would be radioactive and each burst would cause players to mutate -- this isn't RL though) that instantly disables a car and locks it, Police Mavericks would have somewhat of a mounted gatling gun, which would have to be operated by a passenger. The passenger would have to use something like /c emp to "lock on" to a car. However, instead of instantly disabling the car, the car would gradually lose something like 100 HP every second, firing explosive shells in short bursts.
If the car reaches 0 HP due to damage from gatling guns, the engine would be killed as well as the car catching fire, rendering it completely inoperable. However, if the driver of the car manages to evade the Police Maverick like EMPs, the passenger would have to lock onto the car again.
The driver of the car would receive on message saying something similar to "Explosive shells are piercing the hood of your car."
Also like EMPs, the helicopter would have a limited number of bursts before having to restock, at which point the pilot of the helicopter would have to restock while in the helicopter. This gives them 25 explosive shells for use in a Police Maverick.

Wouldn't it be better off to wait for the next VCMP release, where the passenger will be able to boon the shit outta the guy he's chasing like in the Long Night mod? To me, this seems like overusing scripts.

As far as the normalcy is concerned, removing nails, EMP's would be the best things that can happen so far.
Its just a joke cops can't see nails thrown at them from the front car. Also, cops do get spikes and they can make backups.
Leaving vice city the way it is will always be my best and honest opinion. It accounts for players gaming skills rather than their typing skills. We are here to play the game, not typing 10,000 commands for the tiniest and littlest things.
Nails and EMP's or shells should be added only if we can actually see them being thrown, which is kind of impossible now.

eventually we could make a pickup at place where nails appear, and delete it 10 seconds after

So what if some text is shown on the chat? It still doesn't count for the fact that we're making more and more commands that ultimately depreciate the gameplay and end up shadowing a players gaming skill. If one player can not stop another player in the car, nowadays he can just type a command and either revoke his controls (EMP) or magically blow all four of his tires (nails). It's all getting out of hand.
:ps: What happened to the good ol' chases where you had to rely on ramming techniques and roadblocks? People who played back in 1.1 times know what I'm talking about.

I like the idea in that there's actually more to it than what might be seen on the surface.
It encourages some coordination, teamwork from the people in the helicopter, they need to accurately target it and make shots in close succession to cause significant damage before the vehicle evades.
It may just add a little bit "more" to things, and improve on older features.
Wouldn't think this would be overused as not many would find it that effective (or easy), and may think it is a little tedious.

Nails, EMPs have been removed and these changes will take effect once the new gamemode is uploaded and the server is restarted.

Would be awesome the VC:MP devs could come up with something.
Certainly a really cool feature, but I can't recall exactly how it was done in that GTA: VC mission. Perhaps semi-animated, but we'll have to see I guess.

For criminals over certain wanted levels. And why not get tanks in the streets. Make fort baxter look like a fort or military area or something. Nowdays its more like a stunting mansion, or criminals meeting joint.Last time I came their I was having steroid test-outs
Tanks can act as a great road blocker with turret targeting the place criminals are coming from. Just shoot the hell out of them. This was the concept of real Vice city. Make it a concept of VCMP too. Also, we can do something like this too, tanks tires ( or w/e chain thing) wont get spiked from nails or spikes. So tanks and spikes can be used wisely to cover the whole road.
The fuck with EMP and explosive shells. A great roleplay is that, where scripts are not used to define who won or lose. But this kind of cop work ( actually team work) will get appreciated. People will flood in arpd ranks to get these kind of weapons and artillary to use. And again, utilize team work and tactical plays over anything.
I have never seen ARPD trainings taking place, while EAF and other gangs ( noticibly DC ) flood inside training everytime they get opportunity. Get some hard core materials like "Attractive Cop Work for dummies" or something. ARPD got a decent forum up, they can have private tips for shooting and stuff.
ARPD should do a SWOT analysis or something. All the major companies and teams perform it. SWOT stands for Strengths Weakness Opportunity and Threats. More information: google it. It will tell them all the fair traits they have and what they need to have by the end of some dedicated time. Form up some rank or descritions like, when ARPD leader is not present or holidaying someone else floods his place. Though, it never happens with EAF coz we are constantly evolving and recruiting and Klaus is hyper active like fuck. Just run after the players you guys want. And players who want to join ARPD get a application up in no time. Its never bad to post "HIRE ME MOFOS" 10 times if you want to get attention.
Learn something from the banned guys and what they do with their unban request. They want to play so much that they literally spam Kessu's message box. While it may harm their reputation, but they do get attention even if in the bad way...
Its a high time, summers are here, for all the pacts/teams/groups: START RECRUITING.
