So here's the thing.
Right now, civilians can apparently aid suspects if they are somehow related to the suspect. By being a friend, or a family member or something of that sort. However, if they are not related, then it is considered to be bad.
Putting logic in this above explanation, if I as a civilian aid a suspect who I am NOT related to, the suspect will then consider me as a friend. If the admins freeze us and question us, both of us will claim that we are friends. The suspect will too, because I just saved his ass.
So technically speaking, in almost all cases, whether the civilian and suspect are related or not, their aiding is considered to be 'normal'.
I would therefore put forward a question. Is it allowed if civilians aid cops? Of course by first glance, you would reject that thinking completely.
But to what extent is it allowed?
Of course, if I randomly start shooting a suspect who drives past me, that would count as Deathmatching. But that is not exactly what I have in mind.
If a cop who has his car blown up. I offer him a ride, and while he sits as a passenger, I chase the criminal.
Also, I see a suspect in a car, evading, being chased by cops, and taking the opportunity I crash my car into him so as to block him so the law enforcement members may be able to arrest him.
Is it allowed? If not, to what extent would it be allowed? Or completely not allowed at all?
If you're going to post other options such as "You can just go /duty." Don't. It's not about that. What I am discussing is Civilians aiding cops, and certain situations where the cops do in fact need some help and a civilian with an opportunity could help the law.

XIII.V: No citizen is allowed to attempt to help a law enforcer if he is not a law enforcer on duty himself.

That's equal to ramming, and that is not allowed.
