I am taking out this idea due to the incorporation of the fireman and the unrealistic fireman system.
Although I am in the law enforcement team, not fire department,I would still like to present my idea to you.The system that we arr using right now is turning fireman into superman, one man can do all mission and save the world, kidding. So my idea is that:
The fireman mission requires a particular percentage of player to finish.
For example,
(Dispatch: There is a mission requires 75 percent of total firemen)
If there is one fireman online, then he will do the mission alone. (1/1x100% 〉75%)
If there are two firemen online, then they will then both of them are required to do the mission. (1/2x100% 〈 75%) (2/2x100% 〉75%)
Same situation for three firemen online.
For four firemen, three of them are required to do the mission. (2/4x100% 〈 65%) (3/4x100% 〉75%)
It will be like this for five,six,seven....
So thats the logic of my idea, more fireman online, more people are required for finishing mission, vice versa.
The percentage required for each mission may vary from the seriousness of the accident, it is recommended that the percentage is not less than 50% and not higher than 75%.
If there are afk fireman, just report them, if they afk for too long, admins will just kick them out.
There are situation thats makes the mission stuck: Too many afk fireman and no admins available, or there are newcomers fireman who can not follow the instruction of doing fireman mission. However, I do thnk these situations are very rare.

Edit2: Player "available" or "not available" command can be added to deal with the problem raised in discussion, when player is available then he will be counted in part of percentage, he will receive dispatch and do /mission. Those who are not available is just the opposite of available. The default status is "not available". This command will be discussed.
