'not sure about this' but I guess Kevin_Arens made a mod for the map with all the weed spots and other stuff, maybe you could try that out. ;)

Ive seen map mods before that show most of the locations, but they seem somewhat outdated, since some spots just simply aren't there. AFAIK, there are a total of 50 for each Weed and Heroin. I know very few heroin spots, but know about 46-48 weed spots. I know I'm missing a couple still.

Keep in mind that some spots are inactive or hidden, last ones are not shown on the rs5 map.
