'not sure about this' but I guess Kevin_Arens made a mod for the map with all the weed spots and other stuff, maybe you could try that out.

Ive seen map mods before that show most of the locations, but they seem somewhat outdated, since some spots just simply aren't there. AFAIK, there are a total of 50 for each Weed and Heroin. I know very few heroin spots, but know about 46-48 weed spots. I know I'm missing a couple still.
