Decriminalize Ogra fishing?

Ogra is one of the more fun ways to earn money. Sadly, since it's illegal, VCPD officials are not allowed to do it.
Fishing should be made legal IMO, this would also gain more opportunities for new players to earn money.

My uncle used to feed an ogra by Ocean Beach. That is, until some guy with a Squalo brutally pierced it with a harpoon and then towed it around the ocean. I still have PTSD from that day. May this violence stop!
