How about using RP names?
Instead of Name_Cems, use Afro-American names, like Dwayne_Jackson or Jamal_Willows

Don't mess NICKNAMES with CHARACTER NAMES.

You can use _Cems as your gang tag for ingame nicknames, to know who is online from your group for example. But when roleplaying, you can introduce yourself as Michael Jackson or George Powell.

Will be generally cheaper, since changename now costs $10'000.

Didn't Carhartt used to have a gang that did that? Maybe?
I didn't know what it was, never heard of it, and I don't recognise groups that do that as real gangs.
Unless you wear a tag, you're not a proper group.

I dont really think it's up to you to decide what group is proper or not. Maybe in your eyes, but overall, no. Groups use it to identify each other. Bu the tagless groups can identify each other, and dont really care about tags. It cant ruin a gang.

1. Don't Ask every player that enters to join cems
2. Do not lie, Cheat, Hack, /q Abuse.
3. Do not Deathmatch.
4. Kick Dming members, ( or demote )
5. Give them Roleplay lessons
6. Only if they pass a certain level of lessons they are full cems.

1. Quality instead of Quantity
2. Select Good Members , Asking them to join by a Special Roleplay Way , instead of pming all Newbies about it
3. Make Sure your members know the rules and FOLLOW it , Be Serious About it , Warn and kick the Failed Trials from the Group ( trust me there are not few which should have been kicked , they spoiled your group )
4. Make Special Your role , instead of Constant Gun Use , you can Roleplay Kidnappings , Threads , 1-1 Mafia ( like for example stealing their goods for revenge instead of Revengekilling , Kidnapping an important member and make them pay ... ) cause you rob/kill in 2 mins after last Robbery/murder , try to find a Good Gang Business , like Guns or Drugs ... now everythin is in RS4.0 thanks to Ideas that were given and the work of CBFASI and Gimli
5. a Gang shouldnt actually roleplay with Mafias , i mean Mafias always Powerful and Rich , you can do business with them , but you should roleplay the Poor Guyz who usually spend their time buying and selling weed , and maybe a Mac : Prostitution you can control that
6. The Leader should make Rules himself , some Assignments which every member should follow

* I like one thing , is the good use of skins , the image of the gang , The Respect of the Turf/Hood , The " All for one é One for All " everyone gives cash for the Cems , you help each other etc... but i really hope you change those bad points

Names don't matter, yeh i prefer "roleplay" names too but that's not gonna increase your character RP not mentioning you would waste 10k to change name.
my suggestion - don't park teh cool sport cars in your courtyard I understand you wanna own them but maybe deliverpark them somewhere else

Everyone tells you not to recruit newbies, uhm, i think it's fine if you recruit some, just teach them everything well, basics of RP, not to rulebreak, tell them that they will be kicked if they do not obey rules etc.
