New ranks and Leaders

Due to some reorganizing we have decided to change some of the top ranks a little bit.

From now on every server will have a Division Leader, and the Division leaders together will form the Community Leadership. The current Community Leaders wil remain while they are active.
The Division Leaders of MTA:SA are Mario_Rinna and JayL, who effectively covered that position already.

For the members that contributed greatly towards Argonath and are now retired or inactive, two titles have been set.

Maiar is for retired or inactive leaders. The first person to obtain this rank is Legolas.

Valar is for retired on inactive Managers. Currently cDa, Jaaskaa and Malcolm hold this position.

While retired or inactive, they remain part and might at times still use their powers. The titles are to show that they have no active role or obligations.

I wish the new division leaders of MTA:SA a lot of success, and may return shortly with more announcements.

Dellstorm has limited activity at the time and there for is dedicated to SA:MP. Because of this he is now assigned to SA:MP only

Generally MTA:VC and SA:MP are the only two servers of which have Managers that have been around for years before going inactive, so it is likely that it will take some time before retired Managers from other servers earn these positions before they leave.

Likely many of the notable Managers from other servers, who have made massive accomplishments for their respected locations, would likely be the ones earning this as time goes by. This isn't so much for *every* Manager that retires.
