It sounds great, it shows how all the developers have been working and thinking for the RS5, and I appreciate it.

I hope this system doesn't disadvantage 'small' groups and advantage 'big' groups.

I guess it actually disadvantage big groups in a way that they have more members so they have to be more careful on what they members are doing. It has to be pretty hard to keep an eye on 50 members.

It is designed to make people think who they accept, as well as removing the need to labe new groups as 'DM' as they will run out of money and properties that way.

Question: Would this not encourage people, who get denied from your regular groups due to too much killing going on, to create their own groups where they wouldn't mind that? ie, actually promoting creation of groups of no other purpose than to get people together who enjoy pewpew a bit too much? Sure, money would stop them, but that can be made. That said, how much exactly would you have to pay for each kill? :P

If they create group with the only purpose to go around and kill people, I guess they will be removed from the server pretty quickly.

There have always been groups who take in those that like to shoot more. And in RS4 that did not cost you anything being a group. This is where it gets different. A group that is constantly killing will not just have to spend a fortune on fines and weapons. They will eventually lose their stored weapons and drugs, and in the end be homeless.
By that time they might understand that if they want their group to rise to power, another way of playing would be more successful.

Cops don't just hunt suspects. Or let me rephrase that: proper cops don't. Patrolling needs to happen too, regular RPs that don't end in suspection or tickets.

Traffic stops will start happening again, which allows for many forms of RP (other than people just driving off carelessly, evade for 20 minutes and gone).
