I'm afraid there is no sanchez owned by the state, you will have to buy one which is quite cheap to be honest!

I think you can find a one at the beginning of the dirt road leading to the top of Mt. Chilliad along with a few mountain bikes.

Try /h in game, you will get a quicker response.
