Also this thread is not about bringing back ARPD officer, it's about bringing the skin back for normal police duty use, as it was in RS4.

This skin should definitely not be restricted to SWAT only. Heck, it shouldn't even be a police skin, rather a civilian-buyable security guard skin. Could create some nice roleplay for a change.

It was as a cop in RS4 and also available off duty.

It should be a cop skin.

Don't see why this skin should be limited to SWAT, considering it's a civilian skin anyway.
Just putting this out there that when SWAT was under my command... I made sure there was no patroling, but rather stand by and be on call to respond to c30s and such.

And looking at this now - I wish I had disputed my "retirement" when it happened. But hey, shit happens.

Ever since we introduced shift briefings, we brought a new approach for our tactical officers to actually join the streets instead of sitting in a room or parking lot waiting for a priority situation or call to come through the radio. This goes as far back as June this year. We don't want to rely on "heavily" equipped officers who are not trained in high priority situations to handle those types of events as that is not the role of a patrol officer. Having them actually out in the field simply aids in response time and shows actual force on the streets. This is nothing new, I'm simply reiterating what we have been doing for the past few months.

And naturally, of course you would not use "special weapons and special tactics on a traffic offender" - we never have, given the situation. The sole purpose of this is to have a better prepared team already out in the field, ready to go should something occur, and to assist in those tricky pursuits involving dangerous subjects. As the members involved in SWAT are actually a part of that division, we want them engaged and active, not getting bored while sitting in a rancher at the HQ parking lot waiting for a buzz on the radio.

Back to the skin itself, we'll see what happens. However for now, it will remain available to our SWAT personnel for use in what I just explained. Given civilian use for the specific skin, that's not my call.

SWAT shouldn't be an entirely separate division anways.
It is a reserve force when shit goes wrong. It should consist of SAPD officers who are trained. They can carry around riot gear in their POLICE cars as they patrol. This is normal. They can then use FULL SWAT gear when it's preplanned.
They should be SAPD  officers and do SAPD stuff and if a person in SAPD says there's a need, they should gear up.
That is the way it's done in the majority of cases, because it works that way.

But is sad that it was restricted for a few people who didn't want to be bored, compared to the enjoyment of the masses.
