64-bit systems do, yes, but only if the OS and hardware are both running on a 64-bit architecture, from which it will be backwards compatible. A system only running one of the two will not be running at 64-bit, and thus will only be 32-bit capable. A 32-bit system, regardless of any of this, is only able to handle 32-bit software. Not all new systems are 64-bit capable, just as not all old systems are only 32-bit capable.
