I Can't seems to see other Playes Health Bar and Armor bar,and they cant see mine why ? I do not have any mods

Just install the latest drivers for your video card and it should be fine.

I had the same issue, I installed GTA:SA on my laptop again(worked fine before) and it suddenly didnt show the HP bars and armour.
Before it it was all fine.

Read Train's advice, worked for me last time I had the problem.
