Took me 1 hour to find the file, here it is!

1. Download this file and put it in -> Rockstar Games\Grand Theft Auto IV\common\data folder of your GTA IV

2. Press V to change view ingame in a vehicle and u will see inside the car and look around.

3. Have fun!

wll i dont like that i need dowload some kind of app to dowload that why u didnt but that in zippy share?

U dont, at the top click on the title "vehOff.csv" and u get the DL.
